Common but Differentiated Responsibilities and Respective Capabilities

The CBDR-RC principle stems from the 1992 UNFCCC and states that all countries are responsible for tackling climate change, but some must shoulder a greater burden based on their historical responsibility (as large emitters) and their relatively greater capacity to act (as advanced economies).
